Lowers the minimum age requirement for substitute caregivers in community care foster family homes from 21 years to 18 years of age.

Maintains the existing requirement that primary caregivers must be at least 21 years old.

Substitute caregivers must still meet existing qualifications including completion of 12-24 hours of continuing education annually and at least one year of prior work experience in a community residential or medical facility setting.

Amends Section 321-483 of Hawaii Revised Statutes governing Department of Health rules for community care foster family homes.
