HI HB2421

Increases the maximum weekly absence allowed for primary caregivers at community care foster family homes from 28 hours to 48 hours per calendar week.

Removes the previous 5-hour daily limit on primary caregiver absences and replaces it with a maximum of 24 consecutive hours for any single absence.

Requires a substitute caregiver to be present in the home during all primary caregiver absences.

Maintains existing requirement that substitute caregivers must be certified nurse aides when primary caregiver absences exceed the allowed limits.
