Authorizes county planning agencies to petition the Land Use Commission between July 1, 2026 and December 31, 2028 to reclassify certain agricultural district lands to rural district status.

Eligible lands must be subdivided into lots no larger than two acres, developed or intended for single-family residences, and not designated as important agricultural lands.

Requires counties to provide public notice and hearings, including newspaper publication at least 14 days before hearings and notification to neighboring property owners.

The Land Use Commission must process petitions within 365 days and may deny petitions or schedule contested case hearings if evidence is insufficient or significant public trust issues arise.

The temporary authorization repeals on December 31, 2028, though petitions filed by that date will continue to be processed under the Act's provisions.
