Exempts agricultural enterprises practicing diversified agriculture on former sugarcane lands within conservation districts from all permit and site plan approval requirements under Hawaii's conservation district regulations

Defines "former sugarcane lands" as any land used for commercial sugarcane production before January 1, 2000

Defines "diversified agriculture" to include flowers, nursery products, fruits, vegetables, milk, forage, grains, forest products, coffee, taro, cattle, poultry, swine, and other livestock production

Excludes sugarcane, pineapple production, and high-intensity animal operations with stocking rates exceeding three animal units per acre from the diversified agriculture definition

Effective date of July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
