Prohibits schools from notifying law enforcement or parents solely based on a student's unaccompanied homeless youth status; instead requires notification to the complex area homeless liaison and Office of Youth Services for runaway cases.

Requires homeless liaisons to conduct student safety assessments in private, non-punitive settings to determine if youth fled unsafe environments and connect them to appropriate services or family reconnection support.

Allows unaccompanied homeless youth to attend school provisionally without immunization records while liaisons work with the Department of Health to obtain required documentation.
