HI HB2432

Grants the Department of Land and Natural Resources authority to close all or portions of Hawaii's 11 marine life conservation districts (MLCDs) on a seasonal, daily, or time-based basis to protect marine ecosystems from increased visitor impacts.

Requires closures to be posted with conspicuous public signage indicating the extent and scope of any closure.

Expands DLNR's rulemaking authority to regulate commercial activity within MLCDs, in addition to existing authority over anchoring and mooring.

Addresses findings that tourist-heavy MLCDs like Hanauma Bay and Pupukea have suffered significant adverse impacts to marine life, with carrying capacity studies recommending various access restrictions.

Reduces the State's reliance on adjacent land access restrictions (often under local government control) by giving DLNR direct authority over MLCD closures.
