Increases minimum accessible parking space requirements for parking facilities with more than 25 spaces that are covered by Title II or III of the Americans with Disabilities Act, effective July 1, 2027.

Establishes a tiered system requiring between 1 and 40+ accessible spaces based on facility size, ranging from 1 space for lots with 1-25 spots to 4% of total spaces for lots with 501-1,000 spots.

Requires at least one-third of all accessible parking spaces to be van-accessible across all facility sizes.

Exempts small businesses with fewer than 75 parking spaces from the increased requirements, as well as public entities managing large parking inventories that already comply with ADA design standards.

Imposes civil penalties of $250 to $500 per day for private entities that fail to comply with the parking requirements.
