Requires the Department of Education, in collaboration with the Department of Health and State Public Charter School Commission, to study current heat exposure management practices at public and charter schools during outdoor activities

If current practices are deemed insufficient, the Department must develop guidelines based on wet-bulb globe temperature measurements for sports practices, recess, marching band, JROTC activities, and other outdoor activities

Guidelines would include thresholds for modifying, postponing, or canceling outdoor activities, hydration protocols, staff training on recognizing heat illness symptoms, and protections for students with medical conditions affecting thermoregulation

Plan must include recommendations for expanding shaded areas on school campuses and assessing ongoing implementation and maintenance costs

Study findings, recommendations, and proposed legislation must be submitted to the legislature no later than 20 days before the 2026 regular session; effective date July 1, 3000 (placeholder date)
