Requires the State Auditor to conduct a financial and performance audit of the Department of Hawaiian Home Lands (DHHL)

Audit must review DHHL's use of the $600,000,000 appropriated by Act 279, Session Laws of Hawaii 2022, which funded land purchases, unit development, and services for waiting list applicants

Audit scope includes accounting of all department revenue sources, inventory of lands and units held, review of developments in progress, and summary of future development plans

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2027 regular session

Act takes effect upon approval
