Authorizes the Department of Transportation to administer Hawaii's Safe Routes to School program, including planning, designing, constructing, and implementing projects to enhance traffic safety and encourage walking and bicycling to schools.

Allows the Department of Transportation to transfer funds from the Safe Routes to School Special Fund to counties for eligible projects and to use funds for staff labor, non-labor expenses, and central services assessments.

Requires counties to obligate federal matching funds within two years of receiving state transfers and to expend all allocated project funds within four years, with extensions available for good cause.

Mandates that any county funds not obligated or expended within required timeframes revert to the Safe Routes to School Special Fund for reallocation to other eligible projects.

Effective date set for July 1, 3000 (placeholder date).
