Establishes a Community Resilience Hubs Pilot Program within the Hawaii Emergency Management Agency to help residents prepare for natural and human-caused disasters

Creates five community resilience hubs across the state: one in urban Oahu, one in rural Oahu, one on the island of Hawaii, one on Kauai, and one in Maui County

Requires the Hawaii Emergency Management Agency to partner with agencies and subject matter experts to assist communities in planning, designing, and establishing their own community readiness centers

Mandates a report to the legislature no later than twenty days before the 2027 regular session, including findings, recommendations, and proposed legislation

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to establish the pilot program
