Amends Chapter 163D, Hawaii Revised Statutes, to create Part IA establishing the Food and Product Innovation Network within the Agribusiness Development Corporation, building on Act 237 (Session Laws 2025).

Requires the network to integrate a coordinated food safety and regulatory framework aligned with federal and state laws, including technical assistance for labeling, testing, and certification in coordination with the Department of Health and University of Hawaii.

Mandates key performance indicators including number of businesses served, value-added agricultural output increases, export growth, workforce training credentials, food security contributions, and leveraged private/federal investment.

Directs the corporation to develop market access strategies through collaboration with the Department of Transportation, Hawaii Tourism Authority, airlines, harbors, hotels, and logistics providers, while harmonizing "Hawaii Made" and "Hawaii Grown" branding initiatives.

Appropriates an unspecified sum from general revenues for fiscal year 2026-2027 for network operations and requires annual reports to the legislature including economic data on indigenous and Native Hawaiian businesses.
