Establishes a permanent Royal Mausoleum Commission within the Department of Land and Natural Resources to oversee Mauna ʻAla, the sacred burial site of Hawaiian royalty from the Kamehameha and Kalākaua dynasties

Commission consists of 17 voting members including representatives from five aliʻi trusts (Kamehameha Schools, Liliʻuokalani Trust, Queen's Health Systems, Kapiʻolani Medical Center, Lunalilo Trust), four royal societies, Hawaiian civic clubs, burial councils, and lineal descendants

Grants the commission independent policy-making authority over access protocols, ceremonial practices, interment procedures, and selection of the official kahu (curator) of Mauna ʻAla

Members serve four-year terms without compensation; commission may employ an executive director and staff exempt from civil service requirements

Requires annual reports to the legislature and authorizes the commission to adopt administrative rules and accept private or federal funding; effective July 1, 2026
