Establishes a Regular Session Review Working Group to study the feasibility of lengthening Hawaii's legislative session beyond the current mid-January to early May timeframe.

Working group membership includes legislators from both chambers, the Attorney General, Comptroller, Chief Election Officer, chief clerks, a Hawaii State Association of Counties representative, and a community member.

The working group must analyze financial impacts, staffing requirements, operational costs, and recommend any constitutional, statutory, or rule changes needed to implement longer sessions.

Draft report due to the Legislative Reference Bureau by October 31, 2027, with final report to the legislature no later than 20 days before the 2028 regular session.

Appropriates unspecified general fund amounts for fiscal year 2026-2027 to contract meeting facilitators, with the working group dissolving on June 30, 2028.
