Requires the Hawaii Department of Education to embed financial literacy instruction into existing high school courses (grades 9-12) that overlap with financial literacy standards, such as economics and business courses, beginning in the 2027-2028 school year.

Mandates the department publish by December 31, 2026 a list of identified courses, ensure alignment with financial literacy program standards, and provide implementation guidance including content expectations and student completion documentation requirements.

Requires the Board of Education to provide professional development for teachers (workshops, summer training, coaching, online modules) before they can implement the embedded financial literacy instruction.

Allows collaboration with public agencies and private or nonprofit partners for instructional materials, provided content remains noncommercial and free from advertising or product promotion.

Appropriates unspecified general revenue funds for fiscal year 2026-2027 to support teacher training, instructional resource development, and implementation coordination, with the Act taking effect July 1, 2026.
