Creates immunity from liability for first responders and emergency services agencies when they issue predictive evacuation orders or decline to conduct rescues of individuals who willfully ignored those orders during active hazard periods.

Establishes that individuals who knowingly remain in evacuation zones after orders are issued assume all risk and waive any liability claims against responders.

Prohibits requiring emergency responders to enter danger zones during active hazard periods once a predictive evacuation order has been issued.

Includes exceptions protecting individuals who lacked sufficient notice of the evacuation order or lacked the ability to evacuate.

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed).
