Establishes a voluntary "Return-to-Home Program" through the Statewide Office on Homelessness and Housing Solutions to help homeless individuals reunite with family in their home states by providing transportation assistance.

Eligibility requires voluntary participation, court clearance for those on parole/probation or awaiting hearings, and demonstrated inability to afford transportation home.

Participants may use the program only once and must sign an agreement to that effect, with records maintained by the Office.

Program will partner with airlines, cruise lines, charter companies, travel agencies, and the visitor industry, while also assisting participants with identification, airport transportation, security orientation, and personal hygiene preparation.

Appropriates unspecified general revenue funds for fiscal year 2026-2027, with an effective date of July 1, 2026, and requires annual legislative reporting.
