Establishes a facilities relocation task force with 15 members including representatives from state departments (Human Services, Health, Corrections), Honolulu city officials, neighborhood board chairs from Waianae Coast and Nanakuli-Maili, and legislative committee chairs.

Task force will investigate the inequitable concentration of mental health facilities, clean and sober homes, homeless shelters, and supportive living homes along the Waianae Coast on Oahu.

Investigation must address proximity to children and elderly, transparency, liability insurance, oversight, community engagement, and density of supportive housing relative to population across Oahu.

Preliminary report due 20 days before the 2027 legislative session; final report with findings, recommendations, and proposed legislation due 20 days before the 2028 session.

Appropriates unspecified general funds for fiscal year 2026-2027, to be expended by the Department of Human Services, which will provide administrative support for the task force.
