Requires the Disability and Communication Access Board to conduct a study on communication needs of deaf, hard-of-hearing, and deaf-blind individuals in health care settings

Study must examine availability of sign language interpreters, tactile interpreters, and other auxiliary aids serving these communities in Hawaii

Study must consider special communication needs of in-patients at hospitals and skilled nursing facilities, as well as patient preferences

Report with findings, recommendations, and proposed legislation due to the legislature no later than twenty days prior to the 2027 Regular Session

Effective date set for July 1, 3000 (placeholder date indicating delayed implementation pending further action)
