Establishes a five-year coastal resilience pilot program within the Department of Business, Economic Development, and Tourism specifically for Mantokuji Bay in Paia, Maui, addressing the entire bay as a natural coastal cell rather than individual parcels.

Exempts the pilot program from several state and county regulations including conservation district rules, coastal zone management requirements, environmental impact statement requirements, and county shoreline setback ordinances.

Requires streamlined historic preservation review by the State Historic Preservation Division, with specific 45-day procedures for handling any Native Hawaiian skeletal remains discovered during project activities.

Maintains compliance with federal laws including Army Corps of Engineers permits, Endangered Species Act, Clean Water Act, and National Historic Preservation Act, as well as Native Hawaiian traditional rights under the state constitution.

Requires annual reports to the legislature on program status, efficacy, and budget expenditures, with the program sunsetting on June 30, 2031.
