Adds the Chief Energy Officer of the Hawaii State Energy Office as a member of the Hawaii Climate Change Mitigation and Adaptation Commission.

Expands the state's zero emissions clean economy target (no later than 2045) to explicitly recognize both local and global carbon sequestration as valid methods for achieving greenhouse gas reduction goals.

Requires each state agency to review how its internal plans, decisions, and strategies contribute to advancing the state's climate goals and submit findings to the Hawaii State Energy Office.

Mandates the Hawaii State Energy Office to submit summary reports on agency progress toward climate goals to the governor and legislature by 20 days before the 2027 regular session and every five years thereafter.

Appropriates $100,000 from the energy security special fund for fiscal year 2026-2027 to support the Hawaii State Energy Office's reporting requirements.
