Renames "government-industry agreements" to "biosecurity government-industry agreements" under Hawaii's Department of Agriculture and Biosecurity to prevent confusion with similarly-named programs.

Shields the Department of Agriculture and Biosecurity, counties, and their officers, employees, and authorized agents from liability for costs in any legal actions when entering private property to control or eradicate pests.

Requires the Department of Agriculture and Biosecurity to establish a working group composed of private industry signatories to biosecurity government-industry agreements for joint decision-making.

Refines Act 236 (Session Laws of Hawaii 2025) based on issues identified during initial discussions with private industry parties about implementing the original agreements.

Effective date set for July 1, 3000 (placeholder date).
