Creates a new Hawaii chapter regulating artificial intelligence and algorithmic decision systems, with requirements taking effect January 1, 2027

Requires developers of algorithmic decision systems to provide deployers with risk analyses, mitigation steps, intended uses, and information needed for compliance with the law

Mandates deployers notify individuals before using AI systems to make decisions affecting education, employment, financial services, healthcare, housing, insurance, or legal services, and disclose within 30 days the personal characteristics that influenced the decision

Grants individuals the right to access and correct any personal data analyzed, predicted, or collected by algorithmic decision systems affecting them

Establishes joint and several liability for developers and deployers for any law violations facilitated by algorithmic decision system use, with violations treated as unfair or deceptive trade practices enforced by the attorney general
