Hospitals and hospital systems receiving state funding must submit annual certified reports to the Department of Health, Hawaii Health Systems Corporation, and State Health Planning and Development Agency detailing costs for high-cost Medicare patients (care exceeding $50,000) and uninsured patients (care exceeding $5,000)

The Department of Health, in coordination with partner agencies, must establish uniform accounting standards, reporting procedures, and adopt administrative rules for cost accounting methodologies, patient eligibility determinations, and redistribution calculations

The Department of Health must use submitted reports to equitably distribute financial assistance requests in its budget to balance the burden of Medicare and uninsured patient costs across all state-funded hospitals

The Office of the Auditor is required to conduct periodic audits of financial assistance distributed to hospitals to ensure compliance with the new reporting and distribution requirements

Effective date is set as July 1, 3000 (placeholder date indicating the legislature intends to amend before final passage)
