Amends Section 704-421, Hawaii Revised Statutes, to allow community mental health outpatient programs to prepare certificates for assisted community treatment and provide them to defendants, in addition to clinical teams

Authorizes community mental health outpatient programs to file assisted community treatment petitions directly with Family Court, expanding this authority beyond the director of health

Requires clinical teams to identify a community mental health outpatient program that agrees to provide mental health services before preparing the assisted community treatment certificate

Applies to defendants released from custody of the director of health who do not meet criteria for involuntary hospitalization but are appropriate for assisted community treatment

Effective date set for July 1, 3000 (placeholder date)
