Establishes a Statewide Air Medical Services Program within the Department of Health's Emergency Medical Services and Injury Prevention System Branch to provide governance, coordination, oversight, and disaster readiness for air medical transport services across Hawaii's islands.

Creates three permanent positions exempt from civil service: a State Air Medical Director (licensed physician), a State Air Medical Program Manager, and an Air Medical Coordinator to oversee clinical direction, policy development, and operational coordination.

Requires all air medical providers operating in Hawaii to participate in statewide coordination, data reporting, and quality improvement activities as a condition of licensure.

Authorizes the Department of Health to establish annual licensure and accreditation fees for air medical providers, with fees deposited into the Emergency Medical Services Special Fund to cover program administration costs.

Grants the program authority to develop statewide clinical protocols, coordinate emergency and interfacility air transport across counties, and support disaster preparedness including multi-island and mass-casualty incidents.
