Creates the "Hawaii Medical Freedom Act" prohibiting businesses, schools, government entities, and event venues from requiring vaccines, masks, or other medical interventions as conditions for service, employment, attendance, or access

Defines "medical intervention" broadly to include vaccines, masks, tests, pills, injections, chips, devices, and monitors used for diagnosis, prevention, or treatment of disease

Prohibits differential wages or compensation based on an employee's medical intervention status and bars exclusion of healthy or asymptomatic individuals from activities during public health emergencies

Includes exceptions for federal law requirements, foreign jurisdiction travel requirements, and traditional industry-standard personal protective equipment (excluding COVID-19 pandemic measures)

Requires the Department of Health to amend rules on compulsory immunizations and medical procedures and submit a report to the legislature by the 2027 session identifying statutes inconsistent with the Act
