Creates the Office of the State Construction Manager within the Department of Accounting and General Services to review all plans, specifications, and documents for state construction projects and issue design approvals before construction begins.

Requires the State Construction Manager to hold a valid license under chapter 464 (professional engineering) for at least five years prior to appointment, with salary set by the governor.

Exempts state construction projects from county building permit, inspection, and certificate of occupancy requirements if they comply with applicable building codes as determined by the State Construction Manager.

Establishes the Design Review Special Fund to collect fees from state agencies for design review services, with administrative rules to be adopted by December 31, 2027.

Appropriates unspecified amounts from general revenues into the special fund for fiscal year 2026-2027 to fund the State Construction Manager position and additional staff positions.
