University of Hawaii must establish a systemwide framework to assess and award academic credit for prior learning, including military training, industry certifications, registered apprenticeships, and portfolio-based assessments evaluated by faculty.

Framework development requires consultation with faculty governance bodies while preserving faculty authority over curriculum, academic standards, and evaluation of prior learning equivalency.

Individual campuses and programs retain autonomy to determine how awarded credits apply toward specific degree requirements, including limitations on major, elective, or general education credits.

University must submit a report to the legislature by twenty days before the 2028 regular session detailing implementation status, student participation data, credits awarded, and recommendations for improvement.

The act does not mandate credit awards for any particular learning type, uniform acceptance across campuses, or changes to admissions standards or degree requirements.
