Requires the University of Hawaii to develop and maintain a comprehensive statewide facilities and student housing master plan that addresses academic, research, and workforce development needs while responding to demographic and enrollment changes.

The master plan must include enrollment and demographic analysis, facilities assessment, student housing needs analysis, alignment with workforce priorities (especially healthcare and education), and capital planning considerations.

Mandates the plan be updated at least every six years, with an initial report due to the legislature by 2028 and subsequent reports submitted 20 days before each regular session following plan updates.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to hire consultants and improve information systems for the planning process.

Explicitly states the act does not require construction of any specific facility, mandate housing expansion or reduction, limit university authority over facilities decisions, or create any funding entitlement.
