Repeals Chapter 235 of the Hawaii Revised Statutes, eliminating the state income tax entirely beginning with taxable years after December 31, 2027

Requires the Department of Taxation to submit a report to the legislature at least 20 days before the 2027 regular session

The required report must include the estimated annual tax revenue shortfall resulting from the income tax repeal

Department of Taxation must provide recommendations and proposed legislation to address the expected revenue shortfalls and make necessary conforming amendments to state statutes
