Authorizes $222,950,000 in general obligation bonds for fiscal year 2026-2027 for capital improvement projects in Hawaii's Thirteenth Representative District, covering Maui, Molokai, and Lanai.

Allocates $90,000,000 for the Paia bypass construction on Maui, the largest single project in the bill.

Funds transportation infrastructure including $16,500,000 for Hana highway repairs, $31,000,000 combined for Lanai airport improvements (taxiway, terminal, and parking), $8,600,000 for Molokai airport terminal upgrades, and $16,000,000 for east Molokai highway repairs due to flooding and erosion.

Appropriates $15,600,000 for Honopou Bridge strengthening or replacement on Maui to achieve minimum 20-ton load capacity for emergency vehicles and improve climate resilience.

Includes $15,250,000 for a Molokai biosecurity facility and plan to prevent invasive species introduction, and $30,000,000 for public school improvements in District 13, with all unencumbered funds lapsing June 30, 2028.
