Increases the annual manufacturing limit for small craft producer pub licensees from 70,000 to 150,000 barrels of malt beverages, from 20,000 to 40,000 barrels of wine, and from 7,500 to 20,000 barrels of alcohol.

Raises the maximum container size for alcohol sold in recyclable containers from 1 liter to 1.75 liters for off-premises consumption.

Maintains the definition of "barrel" as a container not exceeding 31 gallons of liquor for production limit calculations.

Allows small craft producer pub licensees to continue selling to various license classes including restaurants, wholesale dealers, hotels, and directly to consumers under existing county rules.
