Establishes a permanent $5 transaction fee for each recording in the Bureau of Conveyances and the Land Court, effective January 1, 2027, replacing a temporary fee provision that was set to expire.

Deposits transaction fee revenue into the Bureau of Conveyances Special Fund to support hardware, software, staff training, and automation improvements addressing workforce shortages.

Expands authorized uses of the Bureau of Conveyances Special Fund to include digital preservation of recorded documents and maps, professional restoration of historic bound book records, and use of qualified contractors.

Repeals the requirement that microfilm duplication fees be established through administrative rulemaking by the Department of Land and Natural Resources.

Addresses fee discrepancies between the regular recording system and land court system by standardizing transaction fees for both systems.
