Establishes a two-year pilot program within the Department of Human Services to provide temporary financial stabilization assistance to families with students experiencing homelessness, funded through Temporary Assistance for Needy Families (TANF) funds.

Limits assistance to $500 per eligible student per school year, with individual purchases capped at $200 per transaction, and restricts aid to non-recurring necessities lasting no more than four consecutive months.

Covers immediate needs including food, clothing, transportation support (gasoline or public transit passes), and other short-term necessities as determined by homeless concerns liaisons.

Requires Department of Education Complex Area Community Homeless Concerns Liaisons to conduct TANF eligibility screenings and make all purchases directly on behalf of families—no cash, gift cards, or direct monetary disbursements are permitted.

Pilot program expires on June 30, 2028, unless extended by the legislature, with effective date of July 1, 3000 (placeholder date).
