Amends Hawaii Revised Statutes section 302D-29.5 to update the fiscal year reference from 2016-2017 to 2026-2027 for legislative appropriations and bond authorizations to the State Public Charter School Commission

Expands authorized uses of charter school facilities funding to include rental or lease of facilities, in addition to existing categories covering design, planning, construction, repair, maintenance, food services, and restroom facilities

Appropriates an unspecified amount of general fund revenue for fiscal year 2026-2027 for the commission to distribute to charter schools for infrastructure costs, lease or rent assistance, and network infrastructure repair and maintenance

Requires funding distribution to follow the methodology established by the Charter School Facilities Funding Working Group, which prioritizes based on school needs, health and safety issues, community benefit, and Title I status

Effective date set to July 1, 3000 (placeholder date indicating amount needs to be determined before passage)
