Permits outdoor advertising devices, including digital signs, within the Waikiki Special District on Oahu as defined by the existing land use ordinance.

Requires counties with populations of 500,000 or more to adopt ordinances implementing digital outdoor signage regulations by a date to be specified.

Authorizes the Stadium Authority to permit outdoor advertising devices, including digital signage, within the Stadium Development District.

Defines "digital outdoor signage device" as any outdoor advertising using electronic processes, flashing or changing lights, or electronically controlled images such as LED, plasma, or programmable message signs.

Amends Chapter 445, Hawaii Revised Statutes, to add these new exceptions to the general prohibition on billboards and outdoor advertising devices.
