Legalizes sports wagering in Hawaii through mobile applications and digital platforms, to be regulated by the Department of Business, Economic Development, and Tourism.

Requires the department to issue a minimum of six sports wagering operator licenses at $500,000 each for a five-year term, with operations to begin no later than 180 days after the Act's effective date.

Prohibits wagering on youth sports events and collegiate events involving Hawaii-based institutions, while permitting bets on professional, amateur, Olympic, and e-sports events.

Mandates responsible gambling measures including a voluntary exclusion program, patron-set limits on wagers and deposits, geolocation verification, and age verification controls.

Establishes sports wagering supplier licenses at $10,000 for entities selling equipment or services to operators, with criminal background checks required for all license applicants.
