Establishes a five-year agriculture and biosecurity workforce development pilot program within the Department of Agriculture and Biosecurity, in partnership with Leeward Community College, Department of Human Resources Development, and Department of Law Enforcement

Requires development of curriculum covering a broad spectrum of agriculture and biosecurity topics, along with practical hands-on training and work opportunities for students

Offers increased compensation to program participants who transition into biosecurity employment, with rates determined by the Department of Human Resources Development

Mandates a report to the legislature with findings, recommendations, and proposed legislation no later than twenty days before the 2031 regular session

Program expires on June 30, 2031
