Exempts hospital workers and volunteers, as well as individuals already fingerprinted for professional licensure, from the fingerprint-based background check requirement

Allows healthcare facilities to rely on written certification from third-party employers (such as staffing agencies) that required background checks have been completed with no disqualifying information found

Permits the Department of Health to revoke or suspend licenses, impose penalties, or deny applications when individuals refuse background checks or have disqualifying information including convictions for relevant crimes or findings of patient abuse
