Amends the Public Land Trust Working Group established under Act 226 (2022) by expanding membership from 6 to 11 members, adding legislative appointees and a community member, with the Office of Hawaiian Affairs selecting the chairperson

Requires the working group to submit four reports to the legislature: interim reports on financial reporting by August 1, 2027, and public land trust inventory by December 1, 2027; preliminary findings by June 1, 2028; and a final report with proposed legislation by October 1, 2028

Tasks the working group with overseeing independent third-party assessments of the accuracy and completeness of both the public land trust information system inventory and the Act 178 revenue reporting from state agencies

Authorizes the Office of Hawaiian Affairs to provide administrative support to the working group in coordination with third-party consultants

Addresses the State's constitutional obligation to transfer 20% of public land trust income and proceeds annually to OHA for the betterment of Native Hawaiians, with the current interim amount set at $21,500,000 (increased from $15,100,000 in 2022)
