Appropriates $140,000 for fiscal year 2026-2027 to establish a Bachelor of Arts degree in sign language interpretation at the University of Hawaii at Manoa.

Requires development of a multi-year plan to add a master's degree program in sign language interpretation.

Addresses Hawaii's shortage of qualified American Sign Language interpreters; Hawaii is one of only eight states without an interpreter training program.

Funds will cover personnel, supplies, and equipment associated with the new interpreter training program.

Takes effect July 1, 2026.
