Transfers real property interests in Mauna Kea lands (Science Reserve and Hale Pohaku parcels) from the State and University of Hawaii to the Mauna Kea Stewardship and Oversight Authority as a matter of law on July 1, 2028

Requires the University of Hawaii to transfer 12 conservation district use permits for astronomical observatories (including Keck, Subaru, Gemini North, and Thirty Meter Telescope) directly to the respective observatory operators

Maintains existing University of Hawaii master plans, management plans, and administrative rules for Mauna Kea in full force after July 1, 2028, until the Authority formally adopts superseding plans and rules

Grants the Mauna Kea Stewardship and Oversight Authority state sovereign immunity by making section 26-35(b), Hawaii Revised Statutes, applicable to the authority

Releases and extinguishes all existing and future claims and liabilities against the State and its agencies regarding the physical, environmental, and legal conditions of the transferred Mauna Kea properties
