Department of Agriculture and Biosecurity must conduct a study on insurance coverage for small agricultural producers to support Hawaii's agricultural sector.

Study requirements include evaluating feasibility of a state-supported group insurance program or purchasing pool, developing criteria to define "small agricultural producer," and assessing existing private sector insurance options.

Department must identify statutory or regulatory barriers limiting insurance availability for farms and explore public-private partnerships with insurers for farm-specific coverage products.

Report with findings, recommendations, and proposed legislation due to the legislature no later than twenty days prior to the 2028 regular session.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to fund the study, with an effective date of July 1, 3000.
