Establishes the Hawaii Made IT Program under the Hawaii Technology Development Corporation to certify local information technology vendors for state and county procurement use.

Certification requires vendors to have headquarters in Hawaii, at least two-thirds of employees be state residents, five consecutive years of state income tax compliance, and three references from completed government projects.

Certified vendors must commit to contributing 1% of state contract awards to tax-deductible nonprofit digital literacy and equity programs.

Authorizes the Corporation to assess fees on vendors to fund program staffing, vendor promotion, and procurement office education.

Requires reporting to the legislature within 30 days of program launch, then every three years thereafter, including data on contracts awarded, employee counts, salary comparisons to ALICE thresholds, and program impact assessments.
