Amends Hawaii Revised Statutes Section 187A-2 to require the Department of Land and Natural Resources' Division of Aquatic Resources to prioritize protecting, restoring, and maintaining ecosystem integrity using the best available science when managing aquatic life and resources.

Requires the Division of Aquatic Resources to publish goals by July 1, 2027, to significantly increase coral-reef resilience around Oahu by December 31, 2030.

Mandates development of a framework measuring progress on water quality, herbivore biomass, fisheries management, enforcement, coral restoration, and recreational-use impacts, with at least one public hearing on Oahu before adoption.

Authorizes the division to adopt temporary administrative rules without standard rulemaking procedures, with approval from the Board of Land and Natural Resources, expiring December 31, 2030.

Requires annual reports to the legislature on December 1 of 2026, 2027, 2028, and 2029, including recommendations for funding, positions, or legislation.
