Requires DBEDT to establish a single digital portal for uploading applications, permits, and documents with real-time tracking capabilities for applicants and agencies.

Mandates creation of a fast-track process for low-impact projects, including permit-by-rule review by licensed design professionals and criteria for classifying low-impact projects based on environmental and community impacts.

Authorizes the Department of Transportation to select projects for the facilitated application process using a model similar to the federal FAST-41 program to accelerate large-scale infrastructure projects.
