Establishes a working group within the State Building Code Council to develop proposals for an off-site construction program focused on single-family homes under 1,200 square feet.

Program would centralize manufacturer certification, create a library of pre-approved building components and designs, and establish state-level factory inspection for compliance with building codes.

Working group includes the State Building Code Council chair, Office of Planning director, legislators, county building officials, architects, engineers, construction labor representatives, and housing nonprofit representatives.

Requires the working group to submit findings and recommendations to the legislature by twenty days before the 2027 regular session, with dissolution on June 30, 2027.

Appropriates unspecified general fund amount for fiscal year 2026-2027 to support the working group's activities.
