Exempts portable solar generation devices from net energy metering program requirements and interconnection requirements under Hawaii utility regulations

Prohibits electric utility companies from requiring customers to obtain approval, pay fees, or install additional equipment to use portable solar generation devices, and shields utilities from liability for any damage caused by these devices

Limits initial installation of portable solar generation devices to units within condominiums organized under Chapter 514B of Hawaii Revised Statutes

Requires the Public Utilities Commission to establish and maintain a free online registration system for portable solar generation devices in the state
