Creates a new offense of "loitering on public property" as a petty misdemeanor for remaining in a 500 square yard area on public property for more than 2 hours between 9:00 p.m. and 5:00 a.m.

Expands criminal trespass in the first degree to include entering or remaining on public property after police warning, or after three prior loitering convictions

Requires individuals convicted of loitering (with no other crimes committed) to be placed under court supervision through a case management system

Establishes the homeless case management special fund administered by the judiciary to operate a homeless case management program, including purchasing services under chapter 103F

Appropriates unspecified amounts from general revenues into the special fund for fiscal years 2025-2026 and 2026-2027, effective July 1, 2025
